yes. shock and awe requires massive numbers of troops and equipment.
terrorism requires one guy with a bomb strapped to his tummy.

shock and awe can be seen coming for weeks by the victims before it
strikes. while terrorism cant be seen by the victims till the bomb
blows them up into little giblets, like in Quake III.
