Don't know the answer but I do know that some of the holes in outboard legs
are to allow water to drain so it doesn't freeze inside when the motor is
out of the water..

I was looking at a 15 hp evinrude from the 80's (seller doesn' know
exact year.) there's a hole half way down the shaft, is that the peel
hole? because at idle or in gear, I didn't see water cominig out. the
seller is quite new to boating also and he's been using it for about a
year and didn't pay any attention to where the water comes out.
right above the ??? plate(the metal thing that is like a guard and sits
above the prop.), there're 2 or 3 holes on both sides of the shaft, are
those the peeholes? I couldn' t tell whether water were coming out of
there because that portion was submerged.
btw, the upper unit looks like this one, except the shaft is slimmer.
it also has a push button for electrical start.
