It would cost more to float them than buying a floating boat, and most

not 1990 and newer models.
Every boat on the Delta, which is "littered" with boats? None of them
float? None of them are capable of floating without a lot of work?

How do you know this? Have you surveyed every single abandoned boat on
the Delta that is "littered" with them?
Most are sunk, or in the tules aground. If they are easy to remove the
county contractor has removed them. The others take more work, there for
cost more, so they are still there. This is the last comment on the
subject, as you just like to argue, and nothing good comes from wrestling
with a pig in mud.
But you didn't say "most" above.
So, are you saying, without a doubt, that every scuttled boat in the
whole Delta couldn't be made to float without extensive work? Are you
also saying that you have really surveyed every single boat to know
that it won't float without extensive work?
