nothing that says where this happened, unless of course you follow history
back and find that Atta was supposed to be living in Hamburg at that time.

Granted, it might have been thought of, but planned, I doubt.

The planning was done in the late 90's. The terrorists were recruited in
1999, but weren't given the specifics until February 2001. The fact
remains: 9/11 was planned during Clinton's watch.
