Default legality of rafting the Mississippi

Don't imagine it would be illegal as long as they had the proper safety

I once met a person whose family about to converge

They had apparently done it once before, maybe
on a different river.

Is such a thing generally legal today?

Thanks.

You asked the wrong question. The correct question would be: Is this
illegal today? The difference is important because you have assumed
that anything not specifically legal is illegal when the opposite is
true.
