There's no sense worrying about that until you've disassembled the carb to
clean out the shellac residue that's clogging up the jets because someone
left gas in the carb that evaporated into shellac for 15 years.....well,
the first year of the 15 years....

It's fuel starved because the jets are clogged. Running lean in a 2-stroke
engine just means it's gonna SIEZE. The lube oil isn't blowing into the
crankcase, either.
