Do Harleys come from the factory with noise levels that are illegal, or
do most owners modify them to be that way?
Some modify them with illegal mufflers. A few completely remove the
mufflers and run straight pipes.
Many remove the stock mufflers and install louder, but still legal
mufflers (slip-ons). All in all though, a Harley, even modified, isn't
nearly as loud as some of the custom bikes with S&S engines.
I recently changed mine back to the stock, quiet mufflers since I don't
ride in Florida anymore, the land of sound proof Lincoln TownCars driven
by sweet but oblivious little old ladies.

The new bikes are more difficult to mess with because they have catalytic
converters and must pass emissions tests. Or, I should say, are
*supposed* to pass emission tests.

Had a neighbor some years ago, that was hired as the President of a company
that manufactured mufflers and other parts for Harleys. Wife was saying
that she got scared shortly afterwards as they were by a biker bar and hubby
was checking out the scooters. When asked what he was doing by a couple of
the bikers and he explained he was head of company making Harley
accessories, expecially mufflers, he was treated like a god.
