If I am remembering my history correctly, Teddy Roosevelt was President
from 1901 until early 1909, and in that period of time the US did not
fight in any major wars. If you are referring to the Spanish-American War
of 1898, in which Roosevelt participated, the President who led us into
that conflict was William McKinley.
