anything about how the plan will impact local residents. You know that.

Ah, but if the experience gained there helps train the personnel then it
benefits all of us. We've got several areas around the Chesapeake and many
other areas have similar situations and gosh, somehow, we've all managed to
get along with their WELL COORDINATED advance notice.
