Make sure your choke is opening all the way up. That is one common
cause for rich running. Another cause is a stuck float. Some of those
carbs you can just take the top off without removing the carb. You
might have a piece of crud stuck in the float valve. Be careful of you
take the carb apart, you don't want to drop any little parts down the
intake.

I believe those smaller fuses are in holders around the tilt/trim pump.
You can jump one of those relays to see if the pump motor is working.
Basically they just activate the pump motor. It draws too much current
for the switch on the shifter to power directly. You can disconnect
the hydralic lines and then move the outdrive by hand but it makes a
huge mess because hydralic fluid will come out the lines. And the
outdrive is heavy. Once you do this you will have to tie it up to get
it out of the water.

You should not run the engine much above an idle with the drive tilted
up. The u-joints are not designed to take that much torque. They will
prematurely fail.

That's along haul to the ramp to do at idle. But if the drive is
tilted up you should just idle.

My next question is the up and down relay are not responding after the
storm (along with the starter relay). The outdrive is up. The relay
clicks only when the buttons are pushed to raise the unit. The buttons
for lowering do nothing. No click or anything. My wires look fine and
they are snug an all the connections. The mercruiser manual I have
shows two 20 amp glass fuses and one larger relay type fuse. I find
none of these in the harness by the engine. The one under the dash
board at the button controls is also not present.

How can i get the outdrive down to take the boat out of the water ? It
is about a 15 minute ride to the boat ramp. The boat is easier to
control with the engine down.
