Why can't they cover those boats with a full mooring cover to protect them?
If not, why not protect the exposed wood with varnish?

There are hundreds (thousands?) of wood boats on the Great Lakes not
protected by covered moorage, including those in near pristine condition.

I see no problem with your new ordinance.
