Default pumpout log/tank treatment ???

Yea, that stuff stinks almost worse than waste. The best treatment for most
holding tanks (which are anaerobic) is Odorlos, which works very well, in
part because it's chemical reaction makes oxygen which breaks down the stuff
and odors. If you have an aerobic holding tank (one with a large vent, maybe
1" diameter or larger with no charcoal filter) Raritan's KO is best. This is
what I use with great success. Most other stuff simply tries to mask the
odor.

I can't add anything to that.

The pumpout log is almost certainly a local or marina rule...

Pumpout logs are actually fairly common on "no discharge" inland waters.
Most states that require 'em also require that the pumpout facility also
keep a log, so that entries in boat owner logs can be cross-checked
against the logs at the pumpouts they claim to have used. The only
information that has to be recorded is the date, time and location of
the pumpout facility used.
