Do you know how wide a beam I can carry on PA, NJ, Del roads without a permit?

And what if I went 10' beam and pulled it home each winter, do you see any problem getting a permit and pulling with my Dodge Ram 2500? Any idea what that permit might cost? (from Chesapeake to Trappe).
