Default Low Voltage Problem on 350 Mag Mercruiser

There is a fuse between the starter and alternator.

My 22' SeaRay Pachanga is suffering a loss in voltage. My alternator
checks
out ok at 14-19 volts at 1500rpm.
I replaced one of my deep cycle batteries with a new starter type and
charged
up the other deep-cycle. Cleaned & inspected all cables and wires.
Replaced
the Ignition switch. Yesterday, the volt meter did show 14 volts briefly
while I was cruising. But, could not keep above 12 volts consistently.
When
running low, my multimeter reading on the starter solenoid is the same as
the
battery 12.43 volts. Shouldn't it be the same as what's coming out of the
alternator? Does anyone have any other suggestions of things to check?
