Because San Francisco recovered from its fire without government
money. Because the constitution doesn't have language permitting FEMA
to even exist. Because, as you point out yourself, FEMA - like all
government agencies - **** up everything they're charged with doing.

I'm sure that if your home, your place of business, and 99% of your
market were flattened by a natural disaster, you'd have YOUR hand out
