Replacing Serpentine belt/pulley
Hold a straight edge against a pulley and parallel to the belt. You will be
able to measure any runout from 1 pulley to the next. Measure power steering
to alternator.

My question is how far onto the shaft should the pulley be to get them
to align? It seems there has got to be a more solid way other than eye
balling it. Since there are 5 pulleys, eye-balling alignment isn't
easy.

Not sure I understand your question. But the pulley in question has to
align with the other ones.
The belt and the pulley should be grooved (4 or 5 grooves) and self align.
With the belt in place it should be obvious if the pulley in question is
not in alignment with the rest and to which direction it needs to go to be
in alignment.
