I'd try to get them as much possible info on the real owner to assist
their tracking him down since he's probably still around there. Plus
politely but firmly make it clear that getting anything out of you is

I've talked to the Chester police... what they want is to stick someone
BESIDES Chester with the bill for towing, storage, and disposal of the
boat.
What they want is MONEY, something I'm not willing to be extorted out
of.
