Oregon passed mandatory boater education several years ago. It is
being phased in over a few years by age group.

It is quite easy to pass, the test is open book and can be done online
in an hour or two. One needs to merely have the test open in one
browser and the manual open in another.

Have my doubts about the effectiveness
