Are you saying Dubya, from the time he started speaking, has made a
deliberate attempt to sound incoherent? It's certainly not something
endemic to Texas; there are plenty of Texans who speak properly and well.

Maybe he spoke better earlier in life, before the booze and cocaine took
their toll.
