Thanks for the informative post, Chuck. This one will be saved, just
in
case Harry makes an offer I can't refuse!
Normally, the buyer makes the offer, I think.

I'm not concerned. I offered Herring a window of opportunity to buy a
boat
that interested him at a good-deal price he would not find elsewhere.
All
he had to do was make a legitimate good-faith offer. He knows what the
boats are fetching.
Did he ever make a legitimate offer?
No. He talked about it, but I never got any sort of serious query from
him.
It had nothing to do with you, and I wasn't going to pull your chain.
There
are just too many things going on right now for me to be considering a new
boat. At a reasonable price, I don't doubt the YoHo would be a good buy.
It's the kind of boat *I'd* like, but not necessarily what the wife, kids,
and grandkids would like.
I'm sure I'd have received a very fair price from you.
In hindsight I realize my comment was in error. The initial offer is by the
seller .... and it's an offer to sell, usually with a requested price. The
offer to buy comes next from a perspective buyer, either at the requested
price or at a different price.
