Try YMCA summer youth water programs.
City/county parks &rec departments.
Ask the local public pool
Summer camps for 10 yo.
Woodboat center or maritime museum.
Google search "pirate school"
Contact your state marine board and ask for their program. If you're
back east where the states are so small you can drive to several in
thirty minutes should be lots of programs available.
