Actually it is not difficult at all, took me about a minute on Google:

Most newbies, not overly familiar with usenet, aren't going to know to
look for usenet rules with their web browser.

The only way it's going to be easy is if someone posts a message to the
group once a week or so with a URL or with the rules themselves.
