As many have posted here a Port a Bote would probably be a good safe

People do fish from kayaks etc... but your harbour can be busy..right?
You want something stable in case you catch the wake from one of those
navy vessels.
Kayak fishing is quite popular up from san diego. Check out around la
jolla. Looked like real fun. Some guy caught a like 50 lb white sea
bass from a kayak.
