Out drive painting question

Wire brushing may be a problem, embedding steel in the aluminum.
The primer was for aluminum out drives but I wonder if wire brushing
actually polished the aluminum and that is why it didn't stick. Another
poster suggested a different type of paint. This time I think I will
light sand to scuff up the surface, wash with dish soap and then prime and
paint with a different brand of paint.
