Unless required by either of these, to survey or not is up to the buyer, new
boat or used boat.

It's still a good idea though. New boats are not necessarily problem-free
and hidden shipping damage, although rare, is not totally uncommon. A good
surveyor will also offer recommendations to further improve the reliability
of your purchase.
