Phone Call from Terrorist Leader Warning of Next Day's Attacks "Just
Seemed Like More Background Chatter," and "Not Actionable Information"

National Security Adviser Condaleeza Rice and other Bush administration
officials downplayed the significance of a telephone call received the
afternoon of September 10th, 2001, from Osama bin Laden.

In the telephone call to Rice's office, Osama bin Laden reportedly
advised the Bush administration that the next day, September 11th, in
the morning, he was intending to have commercial airliners ("we want a
couple of 767s") hijacked and flown into the World Trade Center ("you
know, big big ones in New York"), the Pentagon ("your big military
headquarters"), the White House ("where Mr. Bush live"), and the US
Congress ("that one with big dome, kind of mosque-looking").

The events would take place the next morning sometime around 7:30 or
8:00 am, "depending on how well our guys do schedule."

Bin Laden, reports say, then faxed to Rice's office hand-drawn
illustrations of airliners crashing into large buildings and maps of the
airport terminals where the hijackers would be departing. In addition a
bicycle messenger delivered a decorated cake to the NSC offices which
showed a crudely drawn, frosting-based map of the USA with starry
explosion markers in New York and Washington.

Rice, however, has dismissed reports of these contacts. The information
received was "indistinct" and not "definite indicators" of any actual
threat. Administration officials also reported "great frustration" that
such "armchair quarterbacking" was being performed so long after the
fact. "Ancient history," said another, adding that "it's not like bin
Laden e-mailed us a 3-D computer simulation of their hijackers cutting
the pilots throats, which they easily could have done, given todays PC
power."

FNP reports indicated that, in fact, bin Laden did e-mail NSC offices a
3D simulation of the September 11th attacks, complete with an
English-language translation and an accompanying PowerPoint slide
presentation illustrating the timeline of the planned hijackings.
Officials on hearing the correction expressed surprise and were
impressed at the quality of the PowerPoint presentation and vowed to
learn from bin Laden's skilled use of fonts and color schemes.

Rice reiterated, however, that she would have "moved heaven and earth"
to have acted on September 11th, 2001, to protect the USA, had only
there have been some way to foresee what was about to have taken place.
