The explanation is bogus, though dressed up in scientific clothes.
Despite that, I conceive it is possible to shake up scale off copper
pipe walls by using sharp edged current pulses to launch a sound
vibration along the pipe.

This reminds me of the fellow at NASA (Ames I think?) who
designed a system with surface wires on wings or prop blades, which
were pulsed with a big current. That rascal would blow ice
accretions off in fine, fine powder. The Air Force did some tests to
launch projectiles fast with this kind of device.
