Fire destroys 5 boats at San Diego Marriott marina

To prevent a fire from happening in the first place:
-Frequent inspections of engines, electricity c.s. and the
like to ensure the boat is in a healthy condition.
To be warned IF a fire occurs after all:
-Smoke/fire detectors.
To prevent a fire from spreading like mad (to other yachts):
-Fire extinguishers,
-Use of non-flamable materials (paint, plastics, wood, etc),
-More space between yachts in a marina.
Pretty basic I guess.
Why didn't they just move the other yachts out of their slips
before the fire got to them ?
Was it because everybody was sleeping and nobody woke up until
these yachts were already on fire ?
Perhaps some kind of heat or smoke detectors installed outside
these yachts could have saved them.
Installing cameras and hiring a security guard who stays up
at night could have saved them as well.
With 446 boats at the marina, each owner would have to pay less
than $10 a month to have a guard on duty 8 hours every night.
