Did the original owner say why she would not give you a bill of
sale?
You must either get a bill of sale or your money back. You may

No suit required. Just contact the Department of Motor Vehicles.
They
take
an extremely dim view of fraud in vehicle transfers. Tell the
person
you
bought from to get the title straightened out or you go to the DMV.
