A flat solar panel of the same size as the Fresnel lens would give the
same power and without any issues of over heating of the small panel
under the Fresnel lens. The Fresnel lens has its own issues of
transparency and tracking the sun. This could be practical if the cost
of the solar panels was so high that it was prohibitive to make them
the same size as the Fresnel lens.
