FEMA's original mandate was in case of nuclear war. In it's original
form much of it's budget was "black". With the end of the Cold War, and
FEMA's poor response to Hurricane Andrew it's focus was changed. With the
War on Terrorism, I suspect it's returning to it's "black" origins.
