I just went to 'Boat Trader Online' and did a search of the used boats
listed there.
Cobia / 18 - 20 feet / 1991 -1993 in the USA
I think about 6 boats in that search where $3995 to $6500 so I think if it
looks clean, it should be a good value. I think boats in that size and class
are around $20,000, plus or minus, new.
That motor is the GM V6 which is a very good and very popular motor.
If you buy it and get a recommendation for a good boat mechanic/boat dealer,
I would have that entire rig serviced from top to bottom including the
trailer if you plan on towing it much.
If you are really concerned, take it for a test drive or take it to a good
mechanic and have it checked out.
