in UK here we had a ship with a 300 foot mast broadcasting a radio
station from international waters which in 1990 was illegally and
violently raided by officials of the UK and dutch governments. a true
act of piracy on the high seas I think you'll agree?
in 1991 they changed the british law so that any ship ANYWHERE
broadcasting unlicensed radio can be arrested.
so the unfortunate effect of this is that a ship sailing in
international waters carrying a cargo full of class A hard drugs or
weapons cannot be touched until it enters territorial waters, but put a
radio station on a vessel it's perfectly legal for them to bust it.
shows just how scared governments are of freedom of speech, eh?
