I don't know if I have the same ports as you, but when I took
ownership of my boat the ports were dripping down the dogs a
little , as you stated. A surveyor told me to lube the rubber
gaskets. I cleaned them and smeared some Vaseline on them. That
stopped the drips.

I did the same. Pulled the gaskets out, cleaned them and the grooves and
the lands, smeared Teflon grease all over and rebedded the gaskets other
side to. No more leaks. It's astonishing how much dirt can get in there.
Also, it's not so much that the gaskets shrink but take a set againts
the lands.
