It's a pretty fine hair to split when the required state sticker does
in fact have a number on it. The number must mean something to
somebody even if it's not technically a "registration" number.

Not a fine line at all, to me at least. It means I don't have to have 3"
numbers on the port and starboard bow *in addition too* the small
sticker. Looking around SD bay, you can tell the documented boats a
mile away...they don't have big numbers plastered all over them.
