Yes, it will work. You have to give people a living wage that's somewhere
close to the value they contribute to society. Teachers should not have to
pay for their own supplies, for example.

paid top wages to sailing instructors. We still
ended up with some lazy, crappy instructors. The
good instructors would work for less.
Same with teachers. The really good ones don't
teach for the money. Most that I know would
continue even if you cut their pay in half. I
think you know some like that.

Most have. But, teachers are under pressure to go elsewhere.
