Bush was in office for 7 1/2 months...yet he still managed to have his
people draw up specific plans for going after al Qaeda. Unfortunately, 7
1/2 months wasn't enough time to implement those plans.

Following the 1993 and 1998 terrorist attacks, Clinton had sufficient
grounds to kill bin Laden, and even had him in his sights...but failed to
act.

I'm not the only one who reached this conclusion. A former Democratic
senator sitting on the 9/11 commission said this:
"The most important thing the Clinton administration could have done would
have been for the president, either himself or by going to Congress, asking
for a congressional declaration to declare war on al-Qaida, a
military-political organization that had declared war on us."

Clinton blew it.
