I was referring to the slaughter of entire nations...as a matter of
official policy.

I doubt that was ever the case with Americn Indians. Brits saw America as
essentially empty, and it was from a Euro viewpoint. The Indians, who's
culture demanded alot of space, saw it as already too crowded and once it
became apparent the settlers planned to stay, attacked them to drive them
out. That began generations of fighting but AFAIK there was never any
official policy of extermination equivalent to Nazi policy toward Jews. The
policy, bad enough, was to restrict them to reservations.

If I had offered to buy a cubic mile of space a mile above your land back in
1850, you'd have thot me mad but may have taken my money. Then when I
fenced it off, blocking your view, you'd have been angry. Similar thing
happened to Indians. It never occurred to them that an individual could own
land any more than it's ocurr to a 19th century Euro that a man could own a
mile of space. So when Whitey fenced his new purchase the young bucks cut
his fence leading to confrontation.

It didn't help that the French then the Brits enlisted indians to help fight
their wars, creating a backlash among American civilians.
