The whole concept of measuring coastline comes down to what process is used.
Surely, if we measured EVERY inlet; bay; and minor undulation on ANY
shoreline, one could come out with a lot of different numbers. I remember
some study that measured a lake's shoreline by using one foot increments,
and contrasted that measurement with one measuring one mile increments. The
differences ( for the same shoreline) was amazing. RichG
