Carl, you (and many others here) miss the point, entirely.

Most of those that incessantly post off topic do so because their sole
intent is to be irritating. Check and see how many of these people
have *NEVER* posted a single on topic sentence. One of them finally
opened my eyes to the *real* problem when I posted a complaint similar
to yours. He freely and openly admitted that he came never to
rec.boats to discuss boats. He openly admitted to being a newsgroup
vandal, encouraged others to quit rec.boats and then went on to email
members of rec.boats the mailing lists that he supposedly takes part
in, though I could never find any of his posts there, either.
Moderated mailing lists thwart these posters intents and tend to show
them people for the boating wannabees that they are. Additionally,
this same poster has since admitted that he has given up boating, but
continues coming here spewing off topic drivel. It appears that he....
and many others (for whatever agenda) have taken upon themselves the
task of vandalizing and ruining rec.boats so that nobody will be here
talking about boats.

As nothing can be *done* about this matter to make them *stop,* they
will continue, like spoiled, bratty children to continue screaming,
"La La La La La La" to ensure that others have difficulty
communicating.

Trust me, your only recourse is to either manually ignore them or get
a newsreader that uses filters to eliminate unwanted topics and (as a
last resort) people. Presently, I find that just over 53% of postings
are off topic.... I know it seems like a lot more, but I have written
a few filters in Agent that have virtually eliminated my need to read
topics not relating to boats.

Again, the important thing to remember is that you can't make them go
away, you can't make them stop, but you *can* ignore them. Automate
this process and you will have the "old" newsgroup back. I do.
