He can form an opinion, but what can he do about it without money,
funding, and other support from other like-minded individuals halfway
around the globe.
Explosives do not cost a fortune. Any of us could come up with enough cash
for a suicide bombing.
The Patriot Act is terrific in ensuring that hate groups (Islamic, white
supremacist, or otherwise) can no longer fundraise and organize with
impunity.
A lone bomber does not need funding or organization of any kind. He can
learn anything he needs via email, encrypted in ways that even the NSA will
have difficulty with. Incidentally, the NSA has an enormous backlog of
communications to sift through.
2) That person in Milwaukee may have a job, but the money he makes is
different than money which might be given to him by a bad person from
another country, and cannot be used to buy explosives.
Buy them from whom? If it were so easy for radical Islamic terrorists to
do in the USA what they're doing in Iraq and Israel, they'd be doing it
already.
What a silly question. A bomber could build a device using supplies obtained
legally at any well stocked gun shop. It would be crude compared to the
stuff being used in the Middle East, but he could still raise hell on a
train or bus.
