  So initial hostilities caused little damage to "capital plant"...but 
  looting, insurgent activites, and sabotage have hindered a rapid 
  rebuilding of the economy. 
  
  Wouldn't it make sense for the US military to stabilize things, so that 
  insurgent activities and sabotage no longer impede the rebuilding 
  process?

Uh, we've BEEN "stay(ing) the course", and it's been proven that it 
isn't working. But, I know that you can't think of anything other than
