Yes, you may use a handheld Vhf Radio from your dingy, or punt, as long
as you stay within US Waters, and do not use it from shore to ship or
shore to shore. This usage is still covered by the Blanket License
granted by te FCC for non-commercial operations. You dingy or punt,
is just like any other non-commercial vessel, in this reguard.
The old addage "Size doesn't matter" comes into play here.
Callsign would be "Mothervessel Dingy" or if the dingy, or punt, has
it's own name use that.
