I would replace the ball. Although you may not 'need' to because you're just
driving slowly on flat roads for a quarter mile, there may come a time when you
decide to go further, or you hit the right bump. You don't want the hitch coming
loose!
A quarter mile with a trailer dolly? If it's electric, he will need one
hell of an extension cord - about $450 for 14 100'ers! If it's not
electric, he will need a few guys to do a lot of pushing.
Seriously, this was a question about moving a boat around the driveway.
I'd stick to the 1-7/8" for the flexibility.
