It is basically a tool to get different types of Boats to sail together
in a Race Format.

Those people who race with their "Wallet" and compete in PHRF are
usually paying a very high price for the :"Hardware" they receive at the
Yacht Club Banquet.

That doesn't mean that you can't get some Very Good Competiton under
PHRF. It's there for both
