Payroll Data Survey, that number is only 2.4 million...not 3

Clinton: 6.2%
Bush: 5.5%

Unemployment rate on January of each President's fourth year in office:

Clinton: 7.3% in January 1994
Bush: 6.3% in January 2004



4 years in office would be 1996 for Clinton and I believe (I did not
check)
the unemployment rate was 6.6%.'
