Just like about any job, your earning power goes up the more experience

Actually, he's trying to claim that people get brighter with time and
experience. People are either smart or dumb. Time and experience will not

Nope. I think he was subtly praising Bush's economic policies which have
resulted in tremendous job growth, even though some may be entry level positions
at MacDonalds.
