Just like about any job, your earning power goes up the more experience
you have, and the brighter you get.

People don't get brighter with time. Sure, you develop more experience as
time elapses...but dim bulbs who have worked somewhere for a long time are
just dim bulbs with even more experience at being dim.

And Harry is the one who said that the ones that he met weren't particularly
bright.
