It looks like North Carolina did a better job preparing for a Cat. 1
Possibly so.

Yep, while we have had hurricanes that swept houses off a beach where
they should never have been built in the first place, we have NOT had
hurricanes that lifted interstate highway bridges off their foundations.
most people in NC don't leave for a Cat 1..3. A Cat 4+ is another
animal altogether... as I, personally, learned with Hazel and Camille!y so.
Locally, we did *nothing* to prepare for a Cat 1 other than look for
the rakes to clean the yard. North of us... well, due to the (slow)
speed of the storm, they lost lots of beach. Nothing to do, but
watch.
Mother Nature reigns supreme.
I bet there were emergency resources mobilized in your area. I know
there were in the New Bern area, which also was not very hard hit.
Swansboro looked pretty bad; and I wouldn't have wanted to be anchored
out in Lookout Bight for that million dollars!
Didja hear about the couple anchored in Mile Hammock Bay (ICW near
Swansboro) in a 25' sailboat?
