No, not exactly. Newsgroups, mailing lists, and bulletin boards are all
different. Mailing lists came first, and in some cases were replaced by
newsgroups dealing with the same subject matter. Bulletin boards sprung
up with the low end PC, and are now primarily accessed by means of the
world wide web, having evolved to a webserver based technology.

Mailing lists use email as a transmission medium. Newsgroups use a
collection of News Servers, connected by NNTP, and bulletin boards use
the world wide web.
